Basically your dvd drive switches to "safe" mode when it encounters repeated read errors (i.e. a feebly scratched disc). i noticed my burner be going at 1x after trying to rip a scratched dvd. you need to turn to your device manager and unistall the settle channel to be precise on PIO mode. restart your computer and you should get a message that say "new hardware found" for you dvd burner and it should go wager on to normal.
Get a DVD-CD drive cleaner, it will verbs the lens of the laser, that may be your problem.
