Are computer dvd-rom drives restricted to singular playing dvds from particular regions within the same mode that dvd players are? If so, is there anything I can do to allow my computer to play dvds from other regions?

Dvds are region specific and if you inevitability to change the regions in attendance is a free program called DVD Shrink that allows you to. There are some DVDs that it have trouble reading now though including bright Sony Dvds and some Disney ones. For the most part if you obligation to change regions this seem to work.
With most DVD-ROMs you can change the region, but just a limited amount of times.

You can do what I have to do with my Italian DVDs and hold your computer DVD-ROM drive set for the foreign region. Mine only allows the region to be switched 6 times, after it stays in one.
yes, dvd,s are region specific, but here is a free program called regeion free, that will pall the region setting
